Delhi Environment Minister Manjinder Singh Sirsa on Wednesday said that pollution control measures under Stage III of the Graded Response Action Plan (GRAP) have been implemented in the national capital. He urged residents to cooperate and comply with the restrictions imposed in view of the deteriorating air quality.
Sirsa said that during winter, when the city faces severe pollution, smoke generated from biomass burning such as firewood, raw coal, and other materials—worsens the smog situation. He also noted that incidents of waste burning have been reported and must be strictly curbed.

The minister added that electric heaters are being provided to security guards across Resident Welfare Associations (RWAs) so they can stay warm during winter without resorting to biomass burning.
According to Sirsa, construction sites are being closely monitored to control dust emissions. To reduce vehicular pollution, the government has also enforced a ban on vehicles restricted under the anti-pollution plan currently in force.
Speaking at an event in West Delhi, Sirsa appealed to RWAs to extend their cooperation in implementing pollution-control measures, stressing that public participation is crucial alongside government efforts to address the problem.
He further informed that multiple initiatives are underway to reduce pollution, including short-, medium-, and long-term measures.
Sirsa also criticised the previous government for leaving behind “legacy issues” such as severe pollution and garbage mountains, adding that while permanent resolution will take time, the present government is making every possible effort in this direction.
